The San Francisco Municipal Transportation Agency (SFMTA) releases the following upcoming event-related traffic and transit impacts for this holiday weekend, from Friday, July 2through Wednesday July 7, 2021 .

Federal Law Requires Face Masks on Muni

To help stop the spread of COVID-19, federal law requires wearing a maskin Muni stations and while riding transit. Violations can result in denial of boarding or removal from Muni and may carry federal penalties. Face coverings like scarves and bandanas do not meet this requirement. Under guidelines issued by the Centers for Disease Control and Prevention, taxi drivers are required to wear a face covering while transporting passengers. Fourth of July Muni Service, Parking Will Be Enforced

Monday, July 5, the Fourth of July holiday, Muni will operate on a Sunday schedule.

Parking meters (all meters including color capped), white zones, nightly street sweeping (street cleaning) and safety violations (no stopping, no parking, red and blue zones) will be enforced.

Other SFMTA parking programs will not be enforced:

• Residential Parking Permits (RPP) Zones
• General Parking Time Limits
• Weekday Daytime Street Sweeping (Street Cleaning)
• Commuter Shuttle Towaway Zones
• Unmetered Yellow and Green Zones

Vehicles creating a hazard and/or an unsafe condition (i.e. double parking, blocking a bike lane, blocking driveways, blocking crosswalks, fire hydrants, etc.) are subject to receiving citations and can possibly be towed.
Note: Parking meters in the city are enforced Monday through Saturday with an exception of the following areas where parking meters are enforced seven days per week throughout the year except Thanksgiving Day, Christmas Day and New Year’s Day:

• Parking meters in the Fisherman’s Wharf area
• On and near The Embarcadero roadway
• In the Special Event Area around AT&T Park
• Five metered off-street parking facilities listed below:
  • 8^th Avenue at Clement Street
  • 9^th Avenue at Clement Street
  • Geary Boulevard at 21^st Avenue
  • 18^th Avenue at Geary Boulevard
  • Pierce Street Garage (between Lombard and Chestnut streets)

Annual July 4 Independence Day Fireworks Celebration

Sunday, July 4: The July 4 annual Independence Day Fireworks Celebration will take place along the waterfront near the Municipal Pier and Pier 39. Entertainment will be at Pier 39, Aquatic Park and Ghirardelli Square. The fireworks display will begin at 9:30 p.m. Muni will operate on a Sunday schedule, but extra Muni service will be provided to and from the fireworks display on The Embarcadero.

Starting from around noon to 11 p.m., large crowds and heavy traffic should be expected to and from Treasure Island.

As many as 200,000 people are expected in the event area. Traffic congestion and disruption of transit service are expected in the northern section of the city. To ensure safety of the riding public, customers should pay attention to their surroundings and allow extra travel time to get around the City.

The roads along the north waterfront will be closed and made available to crowds to enjoy. Road closures will be started by San Francisco Police Department at any time and will continue to close streets for pedestrian safety.

As the crowd grows and to ensure safety of pedestrians, SFPD Police Officers and SFMTA Parking Control Officers can decide to close Fisherman’s Wharf area bounded by The Embarcadero, Van Ness Avenue and Bay Street to vehicular traffic.

July 4 Muni Service: Additional Shuttle Service to the Fireworks and Express Shuttles from the Fireworks.

On July 4, Muni will operate on a Sunday schedule as well as the added service detailed below. Muni Metro will start service at 8 a.m.

Pre-Event Service
Starting at 4 p.m. until 8:30 p.m., Muni will provide extra service to connect people from Muni Metro Subway, BART, Ferries and Caltrain to both viewing area along The Embarcadero. Pre-event service will depart from CalTrain Terminal and from Embarcadero Station / Ferry Building.

Post-Event Service
Return express shuttle service will begin after the fireworks display at around 9 p.m. until 11:30 p.m. Shuttles will board at the following location:

• Kearny and North Point streets for service to the Ferry Building and Caltrain station

Once the crowds disperse, regular Muni service will resume. This can take at least a half hour. Participants and those traveling in the area are asked to allow extra travel time.

BART Service
BART will be providing additional trains serving the Embarcadero station after regular BART service ends for San Francisco’s Fourth of July fireworks:

• After regular BART service closes at 9 p.m., riders can only enter at the Embarcadero Station.
• Special BART service will end 30 minutes after the fireworks ends.
• Riders must be inside the Embarcadero station within 30 minutes after the fireworks ends.
• There will be two sets of special event trains from the Embarcadero Station to Richmond, Antioch, Berryessa, and SFO/Millbrae making all station stops.
• Dublin/Pleasanton riders should take the Berryessa train and transfer at Bay Fair and take the shuttle train to Dublin/Pleasanton, which will stop at all stations along the line.

Muni Reroutes
The following regular Muni lines and routes will be re-routed due to congestion in the event area: F Market & Wharves*; 8 Bayshore Express; 19 Polk; 30 Stockton and 49 Van Ness-Mission.

* The F Market & Wharves line will operate on regular Muni buses all day on Sunday, July 4. The route may be short turned at pier 39 if road closures are put into effect.

The following Muni routes may be affected after the fireworks due to the increased number of transit customers and the high volume of pedestrian traffic: 91 Owl; 22 Fillmore and 45 Union-Stockton.

Parking

San Francisco Giants Baseball Game

Monday, July 5 through Wednesday, July 7: The San Francisco Giants will play three home games at the ballpark. Listed below are start times for these games:

• Three games against the St. Louis Cardinals: 1) 3:05 p.m., Monday, July 5; 2) 6:45 p.m., Tuesday, July 6; and 3) 6:45 p.m., Wednesday, July 7.

Street Closures
To accommodate events that will take place at the ballpark, the following street closures will be enforced:

• Two and a half hours before the opening pitch, the SFMTA will close eastbound King Street between 3rd and 2nd streets to vehicle traffic. This change is to accommodate social distancing for fans entering the ballpark. King Street will reopen after first pitch until the seventh inning.
• From the seventh inning until post-game traffic dies down, the SFMTA will again close eastbound King Street between 3rd and 2nd streets to vehicle traffic in order to reduce congestion on city streets.
• Additionally, the northbound portion of the 4th Street Bridge (Peter R. Maloney Bridge) will be closed to all traffic except Muni, taxis and bicycles during the post-game period.

Taxi Stands

• 2nd Street, west side, between Brannan and King Streets
• 2nd Street, east side, between Townsend and King Streets
• 3rd Street, east side, north of King Street

Special Event Parking Rates
During baseball games and other major events with more than 10,000 expected attendees at the Oracle Park, parking meters close to the ballpark will charge a special event rate of $8 per hour. These rates help make more parking spots available in South Beach and Mission Bay and help reduce congestion by discouraging circling for free or cheap parking near the ballpark.
Parking meters in the Special Event Zone will operate with a $8 per hour Special Event rate during baseball games, and meters near the ballparkwill be enforced in evenings, and on Sunday during games. Special Event Muni/BART Service (June 25 through August 30)
To facilitate BART’s additional train service with limited stops after regular BART service ends for fans departing San Francisco Giants night games, the SFMTA will offer connecting train service from the ballpark to the Embarcadero station after each night game. This BART special train service will take effect from Friday June 25 through Monday, August 30, 2021. Riders who need this special train service can only enter through the Embarcadero station. The four special event trains will leave the Embarcadero station on time at 10:30 p.m. For more service details, visit www.bart.gov/night-games.

UPDATED: Muni’s COVID-19 Core Route Service

Some Muni routes have been modified as a result of COVID-19 pandemic restrictions and the city’s former health order. The SFMTA plans to make the last of the COVID-19 Core Service changes in August and will begin to normalize the Muni transit system in the winter. For details on Muni’s current routes and service, visit individual route webpages or the Muni Core Service Plan.

ONGOING: 19th Avenue (CA Route 1) Combined City Project

San Francisco Public Works is leading a multi-agency project to replace aging infrastructure and improve safety along 19^th Avenue between Holloway Avenue and Lincoln Way.

Construction work for the first segment of this project along 19th Avenue between Lincoln Way and Noriega Street has begun.

As part of the 19th Avenue Combined City Project , the SFMTA will implement transit priority and safety improvements for people walking along the route of the 28 19th Avenue. The improvements will make it safer to walk, remove stops to make transit service more reliable, and enhance customers’ experiences—on and off the bus.

To improve safety along 19^th Avenue, the SFMTA will: 1) install pedestrian bulbs at 19 intersections and transit bulbs at 13 intersections; 2) modify traffic and pedestrian signals to give people who walk more time to cross the street; and 3) extend the bus zone at one intersection. Installing transit bulbs allow Muni vehicles to stop for passengers without having to pull out of traffic, and pedestrian bulbs increase the visibility at intersections of people who walk.

As part of the project, seven Muni stops were removed on 19th Avenue between Irving Street and Ocean Avenue on Oct. 17, 2020. The following Muni routes have been affected with the stop removal:

• 28 19th Avenue
• 91 3rd Street/19th Avenue Owl

ONGOING: L Taraval Improvement Project

As Segment A of the L Taraval Improvement project is approaching the substantial completion, major infrastructure improvements have been completed between San Francisco Zoo and Sunset Boulevard. Ongoing until late this summer, streetscape and landscape work is taking place with minimal public impacts. For project details, visit SFMTA.com/LTaraval Project .

To minimize the inconvenience for the neighbors and drivers, the SFMTA is starting to shrink the footprint of the staging area on Lower Great Highway. Following the opening of the block between Santiago and Taraval streets in May, we cleaned up and demobilized the next block between Taraval and Ulloa streets. Since Friday, June 25, the northbound lane of Lower Great Highway have fully opened to vehicular traffic.

With the reopening of all Muni Metro subway stations with rail service on the N Judah and KT Ingleside-Third, the L Bus will continue serving the L stops between Embarcadero and the SF Zoo. While the KT trains are running in the subway, customers have an option of transferring between the L Bus and KT train at West Portal Station. As the L bus is not serving Forest Hill Station anymore, customers can transfer to 44 O’Shaughnessy to access that station.

ONGOING:Essential Trip Card Discount Program

The SFMTA’s temporary special program, Essential Trip Card (ETC) Program, will assist people with disabilities and older adults to make essential trips under Muni’s temporary transit changes. The program provides two to three round trips at an 80% discount per month, i.e. rider pays $6 to receive a value of $30 or pays $12 to receive a $60 value. Riders may receive additional value up to $120 of taxi service per month per customer upon request. 

To qualify for the program: customer must be either age 65 or older or an adult with disabilities. Eligible adults may apply for the ETC program by calling 311 and mentioning the program. Staff will be available between 9 a.m. and 4:45 p.m., Monday through Friday. ONGOING: Shared Spaces Program

The city’s multi-agency Shared Spaces program opened some parts of streets in San Francisco to create public space for outdoor dining, retail and physical distancing. The program allows the use of sidewalks, full or partial streets, or other nearby public spaces like parks and plazas for restaurant pick-up and other neighborhood retail activity, as allowed by San Francisco’s Public Health Order.
